Facts and Achievements

  • In 2019, the Quality of Care (QoC) initiative was launched in the Adamawa state with the
    aim of improving RMNCAEH+N healthcare standards.
  • Althorough baseline assessment was not conducted but available data from the year QOC
    was established in Adamawa State reveals that there is increase in Skills Birth Attendace
    and and the use of partograp by Health workers to monior labor during deivery. SBA
    increases from 93.7% in 2019 to 97.8% in 2023. The use of Partograph by Health workers
    also inceases from 95.7% in 2019 to 98.2% in 2023.
  • There is signifcant reduction in neonatal death from 8.5% in 2019 to 2.9% in 2023. This
    indicates that there is room for improvement.
  • The governance structure of QoC operates at the state level, with State Steering
    Committee which includes Top management of thr State Ministry of Health and Primary
    Health Care Development Agency. It has the mandate of overseeing the coordination of
    technical working group, and LGA quality of Care Committee.
  • Since its inception, the initiative has expanded its reach to encompass 50 healthcare
    facilities, enabling a broader impact on the state.
  • QoC has received invaluable support from partners such as MCGL, International Rescue
    Committee (IRC) and recently Management Sciences for Health who share the vision of
    advancing quality care in the state.
  • The state commenced operationalization of the Basic Health Care provision under (BHCPF) in
    2019
  • So far 226 Health facilities in the states , all the 226 Health facilities receives quarterly funds
    disbursed as Direct Facility Financing, through the BHCPF
  • QA of 226 HFs was conducted in Q1 Q2 and Q3 of 2013 to track progress across 10 priority areas ,
    ensuring judicious use of the health facility funds
  • A score card is generated following each quarterly QA
  • The progress of QoC is closely monitored through the tracking of 10 different indicators, ensuring
    continuous improvement in healthcare outcomes.
  • To distill the essence of QoC’s impact into a concise format, a scorecard has been developed,
    focusing on three critical indicators: delivery by skill by skill birth Attendance, Antenatal Care from
    ANC 1 Visit to FOURTH VISIT, Deliveries monitored by Partograph by Health workers, Care of the
    newborn, and Number of Health workers trained on MLSS
  • Since 2020, the Quality Improvement (QI) teams has played a vital role in implementing strategic
    goals and driving positive change within the QoC framework.

Success Stories

QoC

The implementation of quality of care for quality improvement in Adamawa State has been a huge success in the State as so many milestone has been achieved in the State through provision of quality of care services as shown in the 50 QoC Health facilities used as QoC learning sites in the State.
In the learning Sites, use of Partograph and Uterotonics (Oxytocin) in monitoring of labor and management of third stage of Labor has greatly improved, Increase in Delivery by Skill birth, Attendance and reduction in perinatal death as evidenced in the reported data in DHIS2 from 2019 to 2013.
Also, quarterly Peer-to-Peer learning at facility and LGA level has been institutionalized to facilitate knowledge/experience sharing, communication of best practices and cross fertilization of ideas among facilities which has also resulted to increase in services uptake and improved quality service delivery in the learning sites.

QoC

Most of the QOC sites (85%) has a functional quality improvement team in place, is based on the last monitoring and supportive supervision conducted Q2 of 2024.This to bridge identified gaps in the facilities for improvement
Health care workers capacity has been built through trainings such as Modern life saving skills (MLSS),Family Planning-modern contraceptive methods, LARC, HMIS , and Respectful maternity care (RMC) among others. Most of the learning sites has been able to develop specific QoC aim statement, process indicators and outcome indicators to achieve State QoC strategic objectives
Also, there has been improved data quality in these focal facilities as the State and LGA team leverage on all opportunities to mentor the facilities on use of tools, proper documentation and timely reporting during supportive supervision
