Where We Are
Borno State was created from the Northeastern State with the capital in Maiduguri in 1976. With a growth rate of about 3.0%, the current population in the State is estimated at about 4.5 million (2006 census). The population of children under five years of age is estimated at about 907,224 (20% of the total population). The State shares borders with Cameroon and Chad to the East, and Niger Republic to the North. Borno State has 27 Local Government Areas (LGAs). The State belongs to a zone with one of the worst mortality indices in the country. Infant Mortality stands at 109/1000LB while under five Mortality is 222/1000LB. Maternal Mortality ratio is taken as 545/100000LB . Within the Health Sector, the state has 32 General Hospitals, 1 Specialized hospital and 1 fully equipped hospital with a combined bed capacity of 3430 beds [name and type of level of care].
The University of Maiduguri Teaching Hospital has 1000-bed capacity, the Neuropsychiatry Hospital,100-bed capacity and the Police Hospital, 30 bed capacity. There are about 449 PHC facilities owned by LGAs consisting of Primary Health Centre (48), and Health Clinics (140), Dispensaries and Health Posts (195) and Maternal & Child Clinics (34). In addition, there are 36 private health clinics, and three Missionary/NGO owned clinics. (State Strategic Health Development Plan (2010-2015)).
Quality of Care (QoC) initiative was launched in the state in 2022 and has expanded to 121 healthcare facilities.

Facts and Achievements
- In 2022, the Quality of Care (QoC) initiative was launched in the Borno state with the aim of improving Reproductive, Maternal Newborn, Child Health, Adolescent and Elderly Health plus Nutrition (RMNCAEH+N) healthcare standards.
- A thorough baseline assessment was conducted, revealing that the 19 indicator stood at less than 30%, indicating room for improvement.
- The governance structure of QoC operates at the state level, with State Level Technical Working Group (TWG) overseeing the coordination of entities LGA Health Authority.
- Since its inception, the initiative has expanded its reach to encompass 121 healthcare facilities, enabling a broader impact on the state.
- QoC has received invaluable support from partners such as IRC, UNICEF, WHO, who share the vision of advancing quality care in the state.
- The state commenced operationalization of the Basic Health Care provision under (BHCPF) in 2021
- So far 441 Health facilities in the states , out of the target 121 receive quarterly funds disbursed as Direct Facility Financing, through the BHCPF.
- Quality Assessment (QA) of the health facilities (HFs) was conducted in the previous quarter to track progress across 10 priority areas , ensuring judicious use of the health facility funds.
- A score card is generated following each quarterly Quality Assessment (QA).
- The progress of QoC is closely monitored through the tracking of 30 different indicators, ensuring continuous improvement in healthcare outcomes.
- To distill the essence of QoC’s impact into a concise format, a scorecard has been developed, focusing on three critical indicators: Maternal health, New born health, and data management.
- Since 2022, the Quality Improvement (QI) teams has played a vital role in implementing strategic goals and driving positive change within the QoC framework.

Commitment by current administration has led to prompt release of PHC MoU Fund by the State Governor. Furthermore, the Honorable Commissioner for Health (HCH) and Permanent Secretary (PS) do regularly participate in all meetings and validation of data at the Emergency Operation Center (EOC). In addition, the Executive Director (ED) leads all partners’ program intervention ensuring that the state takes ownership. So far, 60 midwives were engaged, trained and were posted to Basic Health Care Provision Fund (BHCPF) health facility. Through the BHCPF support, monthly payment of 558 Community Health Influencers & Promoters Services (CHIPs) agents and 92 supervisors are paid in the state. Quarterly Direct Facility Funding (DFF) disbursement to 121 BHCPF Health facilities for Quarter 1,2,3 and 4, 2022 and Quarter 1 and 2 in 2023 was successfully completed and 27 LGAs BHCPF desk officers were identified and trained.

The state has identified 27 LGAs BHCPF desk officers who have been trained on quality improvement. In addition, all the 121 BHCPF Health facility Quarter 2, 2023 Business plan have been submitted. The 2022 Annual quality improvement plan has been distributed to all 121 HFs across 21 LGAs with health facility PHC data validation conducted monthly in all health facilities (HFs),
