Where We Are
Enugu is the capital city of Enugu State in Nigeria. It is located in southeastern part of Nigeria with 17 local government council. The city had a population of 820,000 according to the last Nigerian census.
In response to the challenges of high MMR in the State, the Enugu State government initiated a policy on free maternal and child health (FMCH) care in 2007, as a flagship of its maternal health programmes. . Enugu State has established free medical care for pregnant women and for all children under 5 years of age in the state. The child healthcare programme, founded under the District Health System (DHS), was added to the states 2008 budget.
The FMCH provides free medical, antenatal, delivery and postnatal care for poor women and children in primary and secondary hospitals, and those referred to tertiary hospitals in the State. Quality of Care (QoC) initiative was launched in Enugu State in September, 2022 with the aim of improving RMNCAEH+N healthcare standards across the state, with eight facilities selected as learning sites.

Facts and Achievements
- In September, 2022, the Quality of Care (QoC) initiative was launched in the Enugu state with the aim of improving Reproductive, Maternal Newborn, Child Health, Adolescent and Elderly Health plus Nutrition (RMNCAEH+N) healthcare standards in the State.
- A thorough baseline assessment was conducted, revealing that the 16 QoC indicators stood at 38%, indicating there is room for improvement.
- The governance structure of QoC operates at the State level, with the State overseeing the coordination of OoC activities. The Technical Working Group (TWG) at the state, LGA , and Quality Improvement Team (QIT) at the health facilities have been inaugurated and are functioning very well in the State.
- Eight healthcare facilities were onboarded at inception and the team is working with partners in the state to scale -up activities in other health facilities across the state.
- The state has received invaluable support to advance QoC in the state from partners such as Momentum Country Global Leadership, Qualaity of Care (MCGL QoC), who share the vision of advancing quality care in the state.
- The state commenced operationalization of the Basic Health Care provision under Basic Healthcare Provision Fund (BHCPF) in 2000
- So far 8 Health facilities in the Enugu states , out of the target 291 receive quarterly funds disbursed as Direct Facility Financing, through the BHCPF.
- Quality Assessment (QA) of 8 health facilities (HFs) was conducted in the previous quarter to track progress across 10 priority areas , ensuring judicious use of the health facility funds.
- A score card is generated following each quarterly QA.
- The progress of QoC is closely monitored through the tracking of 30 different indicators, ensuring continuous improvement in healthcare outcomes.
- To distil the essence of QoC’s impact into a concise format, a scorecard has been developed, focusing on three critical indicators: delivery, deliveries monitored with Pathographs, and Skill Birth Attendant (SBA).
- Since 2020, the Quality Improvement (QI) teams has played a vital role in implementing strategic goals and driving positive change within the QoC framework.
