Where We Are
Imo State is a state in the South-East geopolitical zone of Nigeria. It lies within latitudes 4 0 451 N and 7 0 151 N, and longitudes 6 0 501E and 7 0 251 ; occupying the area between River Niger and Upper and Middle Imo River. Imo State has a population of 4,314,296 with 2,171,089 males and 2,143,296 females (2009) projected from the 2006 Census.. There are 27 Local Government Areas spread across the three senatorial zones; Orlu senatorial zone with twelve (12) LGAs has the highest. Owerri zone has nine (9) LGAs, while Okigwe senatorial zone has six (6) LGAs. As of 2010, the state has a total of 602 secondary health care facilities in Imo State. The State also has a total of 563 primary health care facilities in the State, with at least 6 in every the LGAs. (Imo State Strategic Health Development Plan (2010-2015)).
In terms of human resources, the State has 0.36 doctors per 1000 population and 1.15 nurse/midwives per 1000 population, which are below the standard recommended health care worker per population ratio. There is mixed data on access to health care services in the state. While some measures of access to maternal services are high with ANC 96%, some measures of access to childhood services are low with only 40% full immunization coverage, and 14% ITN.
In line with the state overarching goal to significantly improve the health status of the population through the development of a strengthened and sustainable health care delivery system with primary health care as the driving force, the state launched the Quality of Care (QoC) initiative in 2023.

Facts and Achievements
- In 2023, the Quality of Care (QoC) initiative was launched in Imo State with the aim of improving Reproductive, Maternal Newborn, Child Health, Adolescent and Elderly Health plus Nutrition (RMNCAEH+N) healthcare standards.
- The governance structure of QoC operates at the state level, with State Level Technical Working Group (TWG) overseeing the coordination of entities such as the LGA level Technical Working Group, Ward Development Committees (WDCs), and Quality Improvement Team (QIT) at the facility level.
- Since its inception, the initiative has expanded its reach to encompass nine (8) healthcare facilities, enabling a pilot learning on the state so as to create the baseline for subsequent future scale-up.
- QoC has received tremendous support from partners such as Momentum Country Global Leadership- Quality of Care (MCGL QoC), UNICEF, W.H.O, CMS, CHAI, etc, who share the vision of advancing quality care in the state.
- The state commenced operationalization of the Basic Health Care provision under (BHCPF) in 2023.
- A score card is be generated following each quarterly Quality Assessment (QA).
- The progress of QoC will be closely monitored through the tracking of about 30 different indicators, which will ensure continuous improvement in healthcare outcomes.
- To distill the essence of QoC’s impact into a concise format, a scorecard will be developed, focusing on three critical indicators: Maternal health, Child health, and Nutrition.
- Since inception of QoC in the state, the Quality Improvement (QI) teams have played a vital role in implementing strategic goals and driving positive change within the QoC framework.

Imo State has been committed to saving the lives of children through efficient immunization services - ensuring no child is left behind. Imo State for immunizations, with over 98 per cent coverage, according to quarterly government rankings by the State Primary Health Care Agency. Imo State stand out as one of the top states in Nigeria for immunization services, with more than 169,890 children immunized in 2020 despite the COVID-19 pandemic, well ahead of the national benchmark. The relatively high immunization coverage in Imo State over the past year – over 70 per cent - is a success story what can been achieved through strong commitment and leadership of all stakeholders in QoC in the state, sufficient funding, and efficient coordination between governance member of the state QoC, development partners and communities.

There is a recent inauguration of the Imo State Health Insurance Scheme made accessible for all healthcare seekers in Imo State, also the provision of the Basic Healthcare Provision Fund made accessible to key healthcare facilities for the procurement of basic drugs and other healthcare commodities thereby improving QoC in the state.

PPH Case Reduction
Reduction in number of PPH cases was observed in three General Hospitals (GH TORO, GHWARJI & GH T/BALEWA) out of the seven where QOC is being implemented, especially when data from community information board and present data from LD register were compared. There was also decrease in referrals due to PPH from QI implementation PHCs in the state~ Individual/Group Narrator
